Responsibility? #What'sThat?

What is responsibility? According to www.dictionary.com, "a particular burden of obligation upon one who responsible." Responsibility can mean a number of things. To a student it can mean doing homework, going to class, or studying for a test. For a parent, this can mean something entirely different, such as saving money and doing what is best for the child. How do a person know when they are responsible?

 A friend of mine and I are in a dispute about responsibility. Because of bad choices he made, he is required to take an after school class about responsibility and turning his life around. He was taking the class and made it seem as if he were learning a great amount. One day I asked how the class was going and he simply replied "I am not going anymore." When I asked him why, he put the responsibility on his parents and not having transportation.

I feel as if this is his responsibility because he chose to make bad choices and now he must commit to correcting this. I feel that if he were really committed then he would have organized transportation with a family member or friend. I may be wrong, I am assuming it depends on how each person view responsibility.
